A bid/no-bid decision is the cheapest decision in the whole tender process and the most expensive one to get wrong. TenderMet gives that decision a consistent structure: the same questions asked of every opportunity, answered from the tender document and your company profile, and recorded so the reasoning survives after the meeting ends.

Why a structured bid/no-bid process matters

Most bid decisions are made informally — a quick skim, a conversation, and a sense that the work looks like something the business could do. That approach produces two familiar failures. Effort is spent writing submissions the organisation was never eligible to win, and genuinely suitable opportunities are dismissed because nobody had time to read far enough into the pack.

A structured assessment fixes the criteria in advance. The same evidence categories are reviewed each time, so decisions become comparable across opportunities and across the people making them.

The three outcomes TenderMet uses

GO

Evidence supports proceeding with the tender.

REVIEW

Further evidence, clarification or internal review is required before deciding to proceed. This is the honest outcome when the document leaves requirements unclear, or when your company profile does not yet contain the evidence needed to confirm a requirement.

NO-GO

Evidence indicates the tender should not currently be pursued.

Where the outcome is driven by the mandatory requirement override, the wording is specific: one or more mandatory requirements are not met, and the tender should not currently be pursued unless the identified requirement can be resolved.

What sits behind the recommendation

The recommendation is produced by deterministic application logic, not a free-form opinion. It draws on:

  • Eligibility and mandatory requirements — any mandatory requirement recorded as not met forces NO-GO, regardless of how strong the rest of the assessment looks.
  • Company fit — each stated requirement compared against your saved company profile and marked met, review, or not met.
  • Compliance readiness — the mandatory documents and returnable items the authority expects.
  • Commercial and delivery factors — contract value, duration and the capability the specification implies.
  • Risk position — the risks evidenced in the document, classified from the tender text rather than inferred from the number of items listed.

Two principles are deliberate. Missing information never silently becomes a pass, and it never automatically becomes a failure — it produces REVIEW. And an incomplete company profile means suitability cannot be confirmed, so the outcome is REVIEW rather than GO.

The Decision Score

Alongside the recommendation, TenderMet produces a 0–100 Decision Score built from eligibility fit, commercial fit, delivery capability, compliance readiness and risk position. The score is a summary of the evidence, not the decision itself: a high score does not override a failed mandatory requirement, and a modest score does not on its own make an opportunity a NO-GO.

Recording the decision

Every assessment is saved to your account with its reasoning intact, and can be exported as a PDF report for a bid/no-bid meeting, a governance pack or an audit trail. Over time this builds a record of which opportunities you declined and why — useful when a similar tender from the same authority appears again.
