Where the document does not give enough information to judge a requirement, it is marked for review rather than assumed either way. Missing evidence is not treated as a failure, and it is never treated as a pass.
From analysis to a structured decision
The analysis feeds a Decision Score covering eligibility fit, commercial fit, delivery capability, compliance readiness and risk position, and an overall recommendation of GO, REVIEW or NO-GO.
